Possibly the weirdest bit is everytime I login, I always see our company disclaimer on the server background with the OK button. On a complete factory reset it actually showed a different default language. Testing with another device which was purchased from our vendor, it had no issues. I highly suspect there is some further background issue there, but I was never able to narrow it down.

Alternatively, I will probably root the android device and flash another rom just to see if it fixes the issue, but then the device will fail against our BOYD compliance tests.
